I believe ‘motorway’ is a European term.

In general terms:

It basically defines WHO has primary responsibility to pay and maintain the roadway.

Interstate – build with federal money, maintenance paid for with sate and federal money. Maintained by state road crews.
State Highways – paid for and maintained by the state
County Roads – paid for and maintained by individual counties
City Streets – paid for and maintained by city work crews.

This does not mean that federal money isn’t available to help with the funding of construction and repairs. It also does not prohibit contractors from doing the maintenance work directed by the primary responsible government agency.

Freeways have limited access entrances to the roadways. A freeway does not cross state lines while the interstate highway system does. A highway connects two or more important destinations plus many, many minor destinations along the route.

highways often have 2 or 4 lanes. On the contrary, freeways have more lanes, sometimes up to 6 lanes. While highways normally do not have dividers, or barriers between the two directions, freeways have barriers or dividers between the directions.
