Suspended driving license with insurance get into an accident

this is my friends case about their suspended license got an accident. read first:
His father got into an accident in a parking lot, where the other driver wasn’t hysterical and chaotic. He attempted to exchange information but the woman was freaking out. Anyway, now today the woman is harassing his work place and threatening to sue. The police never came to the scene of the accident. Anyway, this is the gyst of the situation: The woman is the owner of her registered and insured vehicle while the father in this case has a suspended license, but the car is insured, registered, and all of that. my friends asked me What would happen in this situation? Would he be arrested, would the car be taken away? Or would the insurance companies just deal with one another to fix the damages?

but my answer is if The father’s car was apparently a light, when the other driver came speeding around a turn and clipped his bumper. The insurance agency will pay the bill then sue the driver.
